How can a "country" be responsible for "the blood on billions of innocents"?? A country cannot be responsible for anything. It is not sentient. It has no moral choice.

Wars and bloodshed are caused by humans--usually humans with dogmatic ideologies justifying a drive for power and subjugation of others. We have seen this many times over the centuries with Islam and Christianity and Communism as they took turns subjugating human beings and violating human rights.
