I think during next few years we will get two different types of DSL access.
The one is the equivalent of a T1 line where you can send 1.5 Mbit/s 24 hours/day 365 days/year. The price of that line will come down but will stay too high for the casual internet user.
The other is residential broadband access for the casual user with prices between $40 and $200/month were you only get 1.5 Mbit/s if the other 200 guys who share the 1.5 Mbit/s backbone connection with you are currently not transmitting any data.
In the Microsoft ADSL trial GTE found out that a DS1 line of 1.5 Mbit/s provided enough bandwith to support 200 ADSL users. I imagine that that ratio will change over time but shows that the telcos can indeed provide DSL service with differing characteristics for very different price levels.
