As with most of this, it's a mixed bag. Public Unions are out to eek out every nickel/bennie they can for their members and leaders (cough). It's all down hill when the bubbly is flowing and the tax money is coming in. Municipalities have to send the money. Then the music stopped. So something has got to give. Of course they just want to have taxes raised so they can keep it going. When that doesn't work, they cut services, then start chopping at the bottom.
