Oil to Dominate Kazakh Leader's U.S. Visit

Oil exports from landlocked
Kazakhstan to international markets
will dominate Kazakh President
Nursultan Nazarbayev's official visit to
the United States later this month, a
U.S. official said on Wednesday. "The
transport of oil and gas will be of
major importance," Elizabeth Jones,
U.S. Ambassador in Kazakhstan, told
a news conference in the Kazakh
capital Almaty.

She said Nazarbayev would discuss
oil, trade and security issues with U.S.
President Bill Clinton on November
18.

Oil industry sources say Nazarbayev
will question Clinton on U.S. sanctions
against Iran, imposed for what
Washington says is Tehran's
sponsorship ofterrorist groups, which
limit investment by U.S. companies in
Iran's oil and gas industry.

Kazakhstan and other Central Asian
states want to export oil through Iran,
the shortest and cheapest route from
the former Soviet republics to the Gulf.

But the main investors in the region's
oil and gas sector are U.S. companies
who under the sanctions law are
barred from using the route. Jones said
the Iranian issue would be discussed
but gave no further details.

Kazakhstan has a stalled oil swaps
programme with Iran while
Turkmenistan plans to pipe natural gas
to Iran and to Turkey via Iranian
territory.
