One of my points is that in testing the students in the skills mentioned in the article, one must also look at the make up of the population.

If you are testing illegals or recent immigrants they will usually not have the skills in English-----reading, writing, listening.

At least some proportion will not be able to take the tests in English and meet even the minimum standards set for communication in English-----i.e. the tests results for a whole class or whole school will include their results.

This is one of the factors that is often reflected in test taking. There are many other factors------that affect testing in public schools this is one of the factors.

America is an English speaking nation, we communicate in English. That is part of the assimilation process of this great nation-----otherwise we would be a tower of babble with people unable to communicate.

I can understand your concern about young children who speak Spanish eventually not speaking their native language; however, that is the way it is---if one wants to be a part of the society in which you live then you must speak the language of that country------whether it is Spain, France, Germany or America whose common language is English.
