You'd have to get a state AG to sue him. The Federal AG will only do what the President says. Weird, eh? Presidents are invulnerable to most suits. And the succeeding Presidents are usually very reluctant to sue the former, because they know they'll be in the same boat a few years hence. It's a catch-22 and it's not a good way to run a country. No accountability.
