Discretionary one-time items is Iraq and Afghanistan. A lot of other things are hidden to distort the military budget, such as classifying Veterans Affairs benefits programs in Other Entitlements. It's a very dishonest representation of the budget, not to mention the 850 billion dollars in tax cuts that were just subtracted from the left chart.
