Ugh. This came up early this year on this forum.

CA is a terrible place to work. Their modus operandi is to buy a company that is key in their market niche, put just enough effort in to release the next version of the product and then put the absolutely minimum number of inexperienced warm bodies on the support staff, meanwhile jacking the support charges up a huge amount.

Admittedly that is a generalization, but I have heard stories of their buyout of Ingres where the entire company (300+ people) quit immediately following the buyout and the they were replaced by 2 people (and I got the story from one of those 2 people). The whole ingres building in San Francisco was empty except for these two guys who had zero ingres experience before being shipped off to california.

Being bought by CA is either the sign of a desperate company, which Borland is not, or a management sell-out. IMNSHO of course...
