Why was the Manhattan project a government project? Weapon Why was the construction of the Panama Canal? Because the French failed to build it and the savings in travel time where quantifiable - unlike High Speed Rail - which would have trouble just finding passengers. Why the first communication satellites? National security, defense and of course business uses - not to mention private rocket launches were at the time illegal. Why Hoover dam? Power you can sell - the economics pencil out easily. Some things are just too big* for private capital to finance entirely itself... at least, in the early going.* Mostly on the land grant side and permits. HSR has no projected payback - just more drains on tax revenue.
