I think we're seeing a definite trend: USWest, PacBell, and now Southwest Bell. And here I thought GTE would be the first.

The speeds leave something to be desired, and I wonder if they're offering the minimum in order to go out further and broaden their markets. GTE's speeds listed on their website are a bit higher on the upstream:
