they key in Bahrein is the fact that Saudi and Bahrein have Shia population which Iran tries to stir up.

That's the key point.

So what I'm wondering is what steps the Saudis and other GCC regimes are doing (via their financial and intelligence resources) to "return the favor" in Iran.

This is something that certainly dovetails with US policy, IMO (maybe not Obama's.. ;0). Any number of countries would love to see Iran's IRGC dominated government overthrown and some form of moderation and rationality restored.
