the tsunami caused the diesel generators that would have worked as a backup to power the pumps for the cooling water to fail.

I'm still at a loss to understand why they didn't take into account that a tsunami would disrupt their backup diesel generators.

I've heard from several media sources that they located the diesel generators in low-lying areas in order to facilitate their removal/replacement. But it's clear they should have been placed, or enclosed, in secure facilities that were unlikely to be flooded by a tsunami. Had this been the case, we likely would not be seeing the events that are unfolding in Japan.

This is obviously a major flaw in their contingency planning and I'm sure the engineers responsible for disaster contingency planning are likely reviewing many of their existing plans.
