The point is they won't supply power after the earthquake and in Japan only 11 of 55 are out of service for a 9.0 quake that's astonishing.

Debatable...if you can build a nuclear power plant on a fault line you can build solar arrays that withstand an earthquake or away from tsunami lowlands...and if they don't the worst scenario won't be entire regions of the country uninhabitable for a few thousand years.
