Metal burns hot but quick, also a lot less of the alloy compared to graphite. So the rods will not spew as much radiation for as long. This has actually happened to the spent core rods in the cooling pools. I wonder if they had a habit of refueling earlier than US plants do? They probably did not want to run at partial loads required to decay in the reactor as much as possible.
