I don't see how the price is "guaranteed not to go over $21". I don't even see, given a secondary, the price as "not likely to go over $21". Now, with no secondary, I can see the price "unlikely to go over $21".

If I am missing something please elaborate. I am just being very cautious. I see it as no good to be right on the outcome, but wrong on the timing.
