The press report said nothing at all about "heavy water". Who made that up ? The released water was closed cycle cooling water for the reactors, not D2O:

But just for laughs, let's pretend it was "heavy water" that "broke out"." The lake water is naturally 0.01% singly deuterated, and 0,000001% doubly deuterated. Given that the volume of Lake Ontario is 1.5x10**16 liters, that says there was already 1.6 million liters of D2O in the lake before Ontario Power added 73,000 more. But then it wasn't heavy water at all, was it. If it were, that would be a big financial loss - and nothing more.
