Redistricting is what has given Moran of Alexandria a secure seat in Virginia. The liberal portion of Arlington Virginia known as South Arlington was given to Moran several decades ago with a small portion of North Arlington remaining in the adjacent Congressional District.

In other words a liberal district was made stronger and a conservative district was weakened as some of the conservative precincts were given to Moran------effectively
creating a district in which the voters who lived in the more conservative area could not possibily win due to the demographics created by the redrawing of the lines.

In other words their vote really did not count.

I haven't followed the story on the use of the computers; however, I am not surprised that each time a district is shifted there has to be more rewriting to redraw the lines for Congressional or Senatorial districts-----thereby, affecting all of the other districts for Virginia General Assembly.
