When an externality, in this case Gaddafi and his criminal evil-doing megalomaniacs, conducts evil-doing, it's not possible to have a trial because they refuse to allow a trial to proceed.
The law in that case is the law of the jungle and the law of the jungle is part of VVV just as is the law of gravity and the other four forces of the apocalypse = strong force, weak force, electromagnetic force and the consciousness which brings those wave functions into existence.
When confronted with a tiger, one doesn't "have a trial" of the tiger, one defends oneself with all necessary force. The nature of a tiger is such that it might mean hunting it down and killing it to stop it catching and eating the playful children of the town.
Sometimes, even within a civilized realm, individuals arm themselves sufficiently so that police are unable to bring them to trial and killing of the individual is required to bring the situation under control. That's part of VVV too.
Note that such actions do not give license to soldiers or police to conduct their own evil-doing. Soldiers who were capriciously murderous in Afghanistan are now on trial for their crimes. They are authorized to use only the minimum force against the right people required to stop the evil-doers.
A family friend is a fighter pilot in the British air force. I must say I'd be pleased if he was to deliver the coup de grace to Gaddafi.
