Stocks are worth what you can sell them for. If halted, they have zero LIQUID value until you are allowed to sell.

If the contest ends with a halted stock, I vote to give it zero value and....

I'd probably give the owner of a halted stock a waiver to not have it count against losing a star or getting a last place finish if set to zero when a contest ends... sort of say "we won't count this against your record" but we won't let it help you have a Barry Bonds 'roid tainted season either.
