Probably the Japanese now with the troubles there...

TEL is the (sole) supplier for Intel's dielectric etch as far as I understand - and that's the largest piece within the (logic) etch pie.
While I do not believe the quake will be a game changer Intel might notch up its awareness having/qualifying a second source back up.
Late eighties / early nineties a lot of LAM equipment was purchased and its use was extended but there was (as far as I understand) no new business/applications for 20 years or - it was the "Rainbow" etcher - very, very old technology compared to today.
