I couldn't find verification for that claim. What I turned up was a request by the O administration more than a year ago for military transport equipment that knocked around the State Dept. for awhile before being rejected, last May I think.

news.yahoo.com

Considering that anyone can say anything on these internet blogs and do, I have to ignore that claim without verification. Maybe you can google up something different?

I turned up sales by the Brits to Libya---also Russia. The whole Arab world has been pimped out with western armaments for twenty years, much to the regret of many people.

I do agree with you on this, though. There could have been some planning for how to deal with Gaddafi ahead of time, considering that countries on both sides were overthrowing their governments. It was natural that this could spread, and it was natural to assume that Gaddafi would turn brutal.

This isn't the first time this administration has exhibited a failure of imagination and leadership, imo.
