UN troops were put on southern border between Israel/Lebanon (not really needed but..). That is where the whole of Hezbollah resides in the south. This was an attempt to put a buffer between Hezbollah and Israel as well as "monitoring" the goings-on of Hezbollah in its community (weapons, communications,etc.). There was a lot of friction between the Hezbo community and the UN peacekeeping forces, residents were at times throwing rocks at them when they thought they were trying to spy or find out about Hezbo strongholds. Matter of fact, I think the Lebanese gov't banned the UN peacekeepers from going thru the neighborhoos w/o a Lebanese Army accompaniment in order to restrict the UN forces to what they were assigned to do, that is to maintain peace at the border and not "nose" around for intelligence.
