I don't know what's scarier, the video or the comments made about it. The streets are public property. Before we had the Internet, X-Box, etc. we used to live in the streets-- be it riding our bikes, playing hoops, street hockey, or perhaps even stickball. Now all of a sudden kids are expected to tiptoe outdoors or stay inside? What kind of a state would enforce such stupidity?
