No paradigm shift. TA has always worked. Buy and hold based on fundamentals has always worked. They both still do. Nothing has changed. And I doubt you will find many technical analysts that will claim that fundamentals and/or buy-and-hold don't work. It's not an either/or situation. Indeed, the ideal may be to use TA on stocks that are fundamentally strong.

It's all a matter of style, how much information you have, how quickly you are able to trade, and how cheap it is for you to trade.
