The $84 million figure in the LA Times must refer to FBI AFIS type appropriations. I don't think that Doris Meissner, head of INS, will be able to speak specifically to the fingerscanning contract in FY98 unless the White House has cleared it or the President has already signed the bill (which the LA Times said may be possible today).
