It sends a message to the governments of Iran and Syria that we will take action, does it not? I don't know why this won't give those governments pause before they brutalize their own populations.

But in Syria they are already brutalizing their population (live bullets being shot into crowds of protesters), while Obama labels the Syrian dictator as a "reformer." Then, in case there was some gray area, Secretary of State Hillary Clinton appeared to rule out the United States intervening militarily in Syria. reuters.com

So, the Syrians might not be that scared of our might and what we stand for.
