The claim will be for the West Bank and Gaza, those parts of the British Mandate of Palestine occupied by Jordan and Egypt from 1948 to 1967. I haven't heard anybody say they will base the claim on the 1947 UN partition.

I still doubt the Pals will do more than threaten to do this for the very reason you state - that it might implicitly cede Israel inside the 1967 borders.

Bill is right, the Pals are purely playing the game of getting concessions, slice by slice. They have no interest whatsoever in signing any kind of deal.
