And what happens when the man moves to a state that doesn't have the same enforcement laws? I'm a proponent of states rights, too, but some issues need a federal directive. When a crime is committed there must be some system of cross border enforcement. We can't have criminals hiding out in certain states, can we?

The Clinton law made non-payment of child support over the amount of $5000 a felony. Non-payment of child support had always been a misdemeanor.
