You will note that not one document from the FEC asks for a release of information (other than personal finances) or requires a background check. There are regularly 200+ candidates for the Presidency each election cycle. In 1988, one guy was serving two concurrent life sentences for, amongst other things, hijacking planes. Who checked that guy to verify he was eligible to run for President?

If the NSA and other agencies are investigating private citizens without a release or authorizing statutory authority, they are acting outside their lawful authority. Is your friend saying that our intelligence agencies have gone rogue?

I don't think your neighbor is speaking from any kind of personal knowledge, or he would know well enough to keep his mouth shut.
