I think it all matters to long term cancer deaths. But cobalt isn't more dangerous than plutonium. It's just an extra on top of the previous radiation.
But, we have an 8.6 quake and now several 7+ aftershocks and we don't know what could happen. Remember, the quake that made the Bay Bridge collapse in San Francisco measured in the sixes. And, though the Bay Area is densely populated, it is nowhere near as densely populated as Japan.
