Libya : My Understanding was that the UNSC voted with 10 "for" and 5 "abstentions", to assist civilians in Libya.

When did this get morphed into "NATO Says Gaddafi has to go " ie: regime change ?

What Mandate is NATO (and US as a part of NATO) operating under ?

Even NATO member Germany abstained in the UNSC.
