Actually what they should do is eliminate more night positions at control towers. 1st, Air traffic after midnight everywhere is down considerably. I'd bet there aren't 10 commercial flights landing at Reno between midnight and 6AM. 2nd ATC center could handle approach for a flight at that time. 2nd, these pilots aren't usually looking for a controllers help at these times, they're following process. A place like Reno is usually CAVU (clear and visibility unlimited). Pilots know how to operate at a uncontrolled airfield, and it's no big deal.
