It wasn't a conspiracy because they weren't all in a smoke filled room hammering out the details of a deals with each other hidden from the public. They were independent political forces (all corrupt) that wanted to a way to finance their own agendas. Those agendas just happened to line up.

It was all out in the open.

There were political battles fought about this out in open decades ago, but the public lacked the brain power and knowledge to understand the issue. So the bad guys won.

It's many decades later now and I'd estimate only about 5% of the public (10% tops) understands the issues now. And half of those only understand it because of the internet and Ron Paul.
