Anyone can review it, of course <grin>.
But would you believe the opinion of insiders of the Reich who did review Triumph of the Will?
There are political forces that bias opinions of most mainstream media movie reviewers. Just consider the source of the review.

For example, reviews for Atlas the movie on rottentomatoes.com by 25 movie critics are only 8% favorable, while 85% of 7400 people that went to the movie and rated it said they liked it. On fandango.com their 10 critics gave it a rating of 25 of 100, but 703 people that attended the movie rated it "Must GO", the highest rating.
It's possible that both critic and popular ratings are biased but at least the sample size of the public is larger.
