Qualcomm has a division which works on government aka military matters. I forget the name but Google would know.

You might be right that there is close association with the USA government and the bloke in the uniform and the tank suggests that military communications is part of the business.

But there was a name I forget [from about 15 years ago] for some government project for mobile phones. Anyway, it looks as though your wild guess was right.

Motorola with Iridium also had a close association. Iridium is now separate. There's a USA military Iridium gateway in Hawaii and there might even be a portable one.
