It seems to have escaped your attention, but US Federal spending and economic policy is controlled by Congress, which was controlled entirely by Democrats from Jan 2007 to Jan 2011. Take a look at this chart to see how Federal spending jumped during this period:



Note: the spending for 2010 was even higher (same for discretionary, more for the entitlements) because the Democratic Congress couldn't be bothered to pass a Federal budget for FY 2011.
