If Medicare is replaced by a voucher system, that is destroying Medicare not just cutting it.....

Not destroying it, just doing the same thing differently. It replaces the current design with a different design but retains the program. It only seems like destruction if you can't differentiate between requirements and design and are wedded to a particular design.
