Al, that's exactly what I suspected. In that report, poverty is measured in relative terms:

> Percent of ALL Persons with Disposable Income Less than 50 percent of Adjusted National Disposable Median Income

One way to "reduce" those numbers is by reducing the median income. And that's not hard at all. Just increase taxes on the middle class. Which is what most countries in Europe do anyway.
