Well, the country is a different place. 100 yrs ago it didn't cost $2,000,000 to build a filling station that would lose money for some period of time and the giant livery stable industry didn't have the financial motivation or cash on hand to stop filling stations from appearing. And we didn't have Interstate highways where you could easily accommodate the situation.

$5 Billion is nothing to jumpstart these changes and we will recover that in nothing flat if we can get even a few OTR trucks moving more quickly to CNG.

As an example, I40 near where I live is one of the busiest truck routes in mid-America, and there isn't a single CNG filling station within 200 miles either direction. Why should this gap in coverage hold up the entire process? A small tax credit allotment could speed the process by a year or two.
