The UN should conquer Libya, declare it to be the first state of the UN. Set it up as the world HQ. Establish a constitutional conference to redesign the UN into something better than a WWII victors' club, with a view to develop an international federal constitution with highly circumscribed powers. We do NOT need yet another layer of kleptocratic busy bodies bossing us around, robbing us blind. We do need a better mechanism for maintaining civilisation. Once the constitution is established, hand Libya back to the public to decide how to run the show within the new federal system. Mqurice
