(Best guesses?) Theory 1). Because they didn't think it important. However, upholding the dignity and the powers of the office of the Presidency is something that ALL Presidents seek to do.... Theory 2). (The 'political conspiracy theory'.) They did it to sucker the GOP field of possible Presidential contenders. (And, if true, I'd have to say it was well worth the money from the point-of-view of partisan combat. 'Mission accomplished'.) Those possible candidates of a serious nature have been shut out of the media spotlight and marginalized... their fund-raising impaired. While several 'nut bars' rose in the field and drew off the oxygen. Rove saw it happening (and spoke out against it)... (but maybe Ailes didn't. :-)
