A natural born citizen is any person born in the US.

That's not what Chiyome Fukino calls him.

"Yes, I have seen the handwritten, long-form original birth certificate. It exists," said Chiyome Fukino, who served as Hawaii's health department director for eight years until last December. "It indicated that he was born in Hawaii -- he was a native-born citizen."

Now, why would she say that? Could it be that there had been a lot of discussion at the Health Department these past few years and that she knows the difference?
