Latest thoughts for assembling a lower power htpc
is to stick to an atx case, which are abundant in
places like pc recycle. Probably get a new power
supply. The motherboard manuals are all online so
as I read through those I am picking up the basics
of what I need to know going into this.
Stuff like this...

My latest shopping cart, with just an 1155 atx mobo,
one stick of ddr3, and the cpu comes to $250 before
tax. It seems like a good idea to use an old HDD,
old DVD-R etc, which can always be upgraded later.

I may get two sticks of ram so I can enable that
dual channel feature (that I know nothing about yet...).
