Sure you can. Look at places like Somalia. It is a Libertarian paradise. No enforced rules in much of the country, government doesn't do squat outside of the capital.

Is it successful? Granted, there are some who are taking a free market approach to improving their lot. But, piracy is sort of frowned on by the rest of the world. Based on history, it isn't likely to work out well for them...
