Just to look at the chart on NETZ, this latest news about the contract with DEC may have caught a big short off guard. The chart suggests that this stock has been driven down by a short who probably wanted to keep it low for awhile so he could slowly cover. In fact, he may have just shorted a bunch more on this news trying to hold the stock until things had simmered down, and then hoping more selling would occur so he could cover. One more big news release and he is toast, imo.
