As you can see, in the case you mentioned (without any citation, of course), there were no charges of "torturing" anyone:

"In 1983, federal prosecutors charged a Texas sheriff and three of his deputies with violating prisoners' civil rights by forcing confessions."

So WTF relevance does this have to anything? None.
