In Excel under help there is a detect and repair option give that a try. It will not work if you deleted the office set up files.

It has been a while since I installed office 2003. However, I do believe the install program allows you to do a custom install where you can chose the applications you want. I do believe you can uninstall excel and just install excel. There may also be a repair feature.
