He shorts high and continues to short, causing the stock to slowly sink, since he shorts just enough so that there is slightly more selling than buying. Of course, this causes an avalanche of selling as most play the charts and see the stock sinking and so they sell, causing exactly what the short wants. The short may cover on the fall and/or on the bottom. Anyway, it's simple. If you have enough money you can crash a penny stock by shorting, and it's done everyday.
