I see no reason to think moon phases have anything to do with Earthquakes. There isn't even any solid evidence that anything about the moon plays a major role in Earthquakes. Tidal forces could play some role, but the idea that they play a significant role in quakes on the Earth has not been demonstrated.

And tidal forces are not a function of the moons phases. A full moon and a new moon are the same moon, it doesn't get bigger or denser for part of its cycle. If the moons orbit has any effect on the number or severity of quakes it is likely a function of the moon's distance not its current phase.
