Time is running out for the Texas Legislature. Be grateful. Gov. Rick Perry has been pushing his list of emergency bills, all of them mainly urgent in case he gets asked to be Newt Gingrich's running mate. The Republican Texas House supermajority could have accomplished anything it wanted, but has wasted most of its energy and time catering to Perry and dodging tomatoes from the Tea Party.
